Verb Volitional Form とおもっています
meaning : I’m going to do …You intend to do something as a plan.
( I’m going to quit a job. )
“Volitional Form とおもいます” is used when you decided to do at the same time you’re talking.
( I’m going to do homework from now. )
When you talk about someone else’s “will”, you should say “… ようです・そうです・らしいです”.
( She’s going to buy a new car. )

meaning : I’m going to do …It is used in the same meaning of “Volitional Form とおもっています”.
( I’m going to quit a job. )
However “Verb Dictionary Form つもりです” is used to say more specific plan. It will happen with high possibility.
( I’m going to climb Mt.Fuji next week. )
( I’m going to climb Mt.Fuji someday. )
When you talk about someone else’s “will”, you should say “… ようです・そうです・らしいです”, same as “Volitional Form とおもっています”.
( She’s going to buy a new car. )

Verb nai Form つもりです
meaning : I’m not going to do …“nai Form つもりです” is a negative expression of “Dictionary Form つもりです”.
( I’m not going to sleep today, because I have an exam tomorrow. )
If you say “Verb Dictionary Form つもりはありません”, it sounds strong Negative expression.
( I’ll never meet him anymore. )
