meaning : I have an experience of doing …It is used when you talk about your experience in the past.
うなぎを たべたことがありますか?
unagi [o] tabeta-koto [ga] ari-masuka?
( Have you ever eaten eel? )
unagi [o] tabeta-koto [ga] ari-masuka?
( Have you ever eaten eel? )
The negative form is “Verb ta Form ことがありません”
わたしは にほんに いったことがありません。
watashi [wa] nihon [ni] itta-koto [ga] ari-masen.
( I’ve never been to Japan. )

( I’ve never been to Japan. )
